Legal Establishment

The Kampot Fujian Special Economic Zone was officially established by Sub‑decree No. 06, signed on 19 January 2026 by the Office of the Prime Minister. The zone is located in Monou Nob village and Chheu Teal village, Chumpu Voan commune, Chum Kiri district, Kampot province.

The sub‑decree was issued by the Office of the Prime Minister with implementing agencies including the Council for the Development of Cambodia (CDC), the Minister in charge of the Office of the Council of Ministers, the Minister of Economy and Finance, and the Municipal‑Provincial Governor/Council.

Investment & Impact

The Kampot Fujian SEZ represents an investment of approximately US$120 million and is expected to generate 237 jobs in Kampot province. It is the largest of three new SEZ projects approved in January 2026, which together represent a combined investment of US$260 million across Kampot and Kampong Speu provinces.

The approvals form part of broader momentum in Cambodia’s investment landscape. In January 2026 alone, the CDC cleared 43 projects worth approximately US$752 million, expected to generate around 26,000 jobs. In 2025, Cambodia approved 630 investment projects worth US$10 billion, a 45 percent increase from 2024.

Strategic Context

Deputy Prime Minister Sun Chanthol, First Vice Chairman of the CDC, stated that the steady rise in approvals reflects strong investor confidence, as the government continues reforms to improve the business environment and streamline investment procedures.

Cambodia currently ranks first in ASEAN and ninth globally as an attractive destination for foreign direct investment. As of the first half of 2025, Cambodia had a total of 57 SEZs, of which 11 are investments by Chinese investors.

Economic researcher Chey Tech noted: “The latest SEZ approvals present not only opportunities for capital inflows but also a critical moment for Cambodia to strengthen its human resources to fully benefit from continued industrial growth”.
